Langue et constructions identitaires au Pays basque

Résumé

The Basque country is a relatively homogeneous region from a cultural point of view, and its unity is partly embodied in the Basque language. The declining practice of Basque and the slowing down of its generational transmission have long been identified with modernity. In Spain, since the end of the Franco era and the creation of the Autonomous Community of the Basque Country, the policy of revival and accommodation of the Basque language has led to an increase in the number of Basque speakers in the population. On the contrary, the French Basque country, which has not official existence, cannot implement such a policy and the number of Basque speakers tends to diminish. Yet, knowledge of Basque seems to have an impact on the process of identity construction to the extent that it fosters a feeling of belonging to the Basque country. In Euskadi, this belonging is reinforced by a regional autonomy that tends to legitimize the ascription of a Basque identity. In Iparralde, the absence of an official recognition of Basque culture leads to a linguistic decline that could fuel frustrations and the development of reactive identities.
Le Pays basque forme un ensemble culturel relativement homogène dont la proximité symbolique est notamment incarnée par la langue basque. L’abandon de la pratique du basque et sa moindre transmission ont pendant longtemps été synonymes de modernité. Depuis la fin du franquisme et la création de la Communauté autonome du Pays basque, en Espagne, la politique de revitalisation et d’aménagement de la langue basque qui y est menée permet l’augmentation de la proportion de bascophones. Au contraire, le Pays basque français, qui n’a aucune existence officielle, ne peut mener une telle politique et le nombre de bascophones continue de se réduire au fil du temps. Or, la connaissance du basque semble avoir une incidence sur la construction identitaire de la population en favorisant le sentiment d’appartenance basque. Cette appartenance serait renforcée en Euskadi par son statut d’autonomie qui lui confère une certaine légitimité dans l’attribution de l’identité basque. En Iparralde, l’absence de reconnaissance officielle de la culture basque conduit au déclin de la langue ce qui pourrait nourrir les frustrations et les constructions, en retour, d’identités réactives.
